How about using a polygon instead of a pin? That way it would cover a
general area and there wouldn't be a coordinate that would lie on the
actual address. Polygons can be made "clickable" too.

Question though: Why not show the exact address? It's public data and
people do want to know where that crime actually happened, so why not
put the pin on the exact spot?
