One thing to consider is using an icon that doesn't have a stem. E.g. an 
icon that's a simple circle rather than a pin. Maps.google.com does that 
for businesses for which it only has approximate addresses. If you also 
limit the max zoom level of your map, it makes it harder for someone to 
perceive the exact location indicated, thus reducing the effect on 
innocent locations.

I'd imagine that adding small random offsets to all your locations would 
work better than reverse geocoding.
