I tried with the Google Maps page and it worked fine. I zoomed in for
a while, and I didn't get any 403 errors - but there were moments when
tiles were waiting to be loaded and there was no network activity.
Most likely, the API has an internal throttling mechanism which
prevents a burst of requests to the server, and things work out much
smoother.

I will discuss this problem with the OpenLayers developers, since it
seems it's an OpenLayers issue.
