If you're concerned about getting there by car, then GDirections would seem to be a good thing to use. If you can get directions from a point to your latlng, then it's accessible by car; otherwise it isn't. Caution: directions may appear to succeed if the end point is close to your test location (ie, the drivable route gets close enough). You will need to test that the end point of the directions is actually where you want to get to: if it is, you can drive there; if it isn't, you can't. There may be additional complications if your test location is slightly off a road -- you may need to have a tolerance.
