The very question indicates that you know what the answer is.

See Term 9.3. Your users are bound by the Terms. This means they can
print a copy of a web page for their own use (and probably up to 5000
copies each) but can't create a PDF. You could provide a CSS-formatted
page for printing.
See Term 4.4(b)(1). Google can discontinue your use of the API if you
are deemed to be consciously and deliberately breaking the Terms. They
could decide that since you are telling people how to break the Terms
you have no intention of following them.

Bottom line: it's up to you. It's your service whose future you're
playing with.

This post should not necessarily be taken as an alternative to buying
