This has all created a bit of a dilemma for me, but I will have to
work within Google's TOU as we don't want to jeopardise our site.

I already have the CSS formatted page, which is the same page that
gets passed to the PDF converter. While this is fine for printing, the
agents also want to be able to save a local copy and/or email the
report to their clients. This is where having a PDF option is the main
advantage. They will just have to accept that the satellite image
can't be include if they opt for the PDF.
