This isn't an SQL forum.  But just think about what you're trying to
do.
In the non-dateline search, westlong < eastlong ...
you look for x between westlong and eastlong
WHERE ... x > westlong AND x < eastlong

In the dateline search, westlong > eastlong ... you can visualise it
logically for two areas ...
you look for x between westlong and dateline
you look for x between dateline and eastlong

So, assuming your stored long data is constrained between -180 to
180...
WHERE ... x > westlong OR x < eastlong
because we can assume that x is always < 180 and x always > -180 ...
the search is an implied version of westlong > x > dateline with a
second search for dateline > x > eastlong
