You cannot point it to another machine. Well, I wasn't convinced, and I just edited both hosts and lmhosts to point to the IP of the development machine, and lo, it worked! I can now test locally in IE8. It's probably not a good idea generally. I dare say that there are all sorts of things that people commonly have installed that could break, and more worryingly, I'm wondering what the securiy implications might be for the development machine.
