although it does help to explain more fully what your problem is.
Google are offering something for free, I do not think they will vary
their terms to allow you to sue them.
If you are prepared to buy a service, then perhaps the terms are
negotiable?

There are some extra restrictions for federal and state gov depts.,

but they probably don't apply here?
