I think we've already said how you can get a legally functioning
website which won't need a premier licence.

You're probably going to need to ask via a web form. The one at
http://www.google.com/support/enterprise/bin/request.py?contact_type=gme&utm_campaign=en-codepremier
might work: that goes to the Premier sales team.

However, it is definitely the case that (as Google have their own
licences from TeleAtlas, and are in the business of making money) if
you need a Premier licence you will have to get one up-front. You
won't be able to do a trial run.
