You're probably going to need to ask via a web form. The one at http://www.google.com/support/enterprise/bin/request.py?contact_type=gme&utm_campaign=en-codepremier might work: that goes to the Premier sales team. However, it is definitely the case that (as Google have their own licences from TeleAtlas, and are in the business of making money) if you need a Premier licence you will have to get one up-front.
