What are you charging for? If you are charging for the *map*, showing
its data, then you need to use the Premier API. If you are charging
for the *service* which puts a blob on a freely-available map, you can
use the Free API.

It's acceptable to provide the map (an empty map) for free and use a
login or other identifying device to put private data on that free map.
