Ok sorry for posting there are lots of links about this. Most them
refer to paid sites. To be clear this site is 100% free, anyone can
access the PDF online and visit the site.

If it is a violation then are there any channels for getting an
exception for a publically facing site that does not charge anything.
The the Premier API offer a work around for this ?
