I don't think it's clustering as such ; close inspection shows that some isolated locations get default blue icons at wider zoom levels , but some very close together still get multiple markers. I think you've run into a complexity limitation, it looks like the GGeoXml parser and/or mapslt renderer only lets you have so many different Icon images.
