Depends what you want to do. RSS is compatible with a wide range of feed-readers. So if want your content loadable there, thats a consideration. But not all GIS systems can read RSS (and you have to content with many variations of RSS (including GeoRSS)
But KML offers a fuller Geographical specification (styles, colours etc), but is generally only loadable in GIS type systems.
