Try searching for something which will put you in the right place, say "Parliament Square" or "Parliament Square, London". Choose one of the results in the map sidebar, and get the zoom right to show the area required. Click Export and make sure the area shown is correct, or click "Manually select a different area" to draw a box on the map. Choose "OpenStreetMap XML data" and click Export. You will end up with a list of nodes which define street corners, and a list of "ways" which connect them together into streets, together with other items of interest. Warning: You will get an enormous amount of data, so I suggest keeping the selection very small to start with.
