Database design is way outside the scope of this group. I think I've said that before. If you need your data filtered for a specific region, which will probably have to be rectangular, just do that. Download the entire set and discard data which is outside your area of interest. There is a *very* large amount of data for the City of Westminster. I would start with a tiny area -- perhaps with one of the regions around St John's Wood -- and see how to deal with that data, before scaling up.
