If that's the way the addresses are normally given, you would geocode them using a geocoder. Puerto Rico doesn't appear in Google's geocoder coverage sheet http://gmaps-samples.googlecode.com/svn/trunk/mapcoverage_filtered.html but maybe it is included in USA. Try it and see.
