The API is a Javascript API, it doesn't use DLLs. You can't use the layer because it isn't made available in the Maps API. If you have seen maps which do use it, why not look at the code of their page and see how they do it? If you can't see how they're doing it, post a sample URL here and someone will take a look. Note: They may be using the Places API, access to which is currently restricted. Note: They may be using an undocumented method which is contrary to the Terms of Service.
