The tilesets are different.

The API represents the current position of disputed territorial
jurisdiction. Kashmir is disputed among India, Pakistan and China, and
the map represents the de-facto disposal following the UN-brokered
ceasefire which ended the Indo-Pakistani War of 1965. The situation in
Arunachal Pradesh is more complex, stemming from the abortive attempt
to negotiate the McMahon Line with the Simla Accord of 1914.

Arguably the maps.google.com representation of solid border lines is
incorrect as there is no formal international agreement on them.
