I would think that would not be allowed and would be against the terms of use. I'm pretty sure the term "development" is intended to be "development of maps that will comply with the terms of use", not "for development purposes of maps or applications that will never comply with the terms". It is very useful to be able to test maps in a local environment before making them live in a production environment.
