You don't need a key with the most recent Static Maps API. You *do* need a sensor parameter, which needs to be either sensor=true or sensor=false. Omitting it or setting it to another value like true_or_false will result in a 403 error and some explanatory text. It's likely that IE will pick up the error status and display its own message rather than Google's. If the sensor parameter is not the problem, then please give a link to your map.
