The Terms prohibit tracking the bus -- it's fleet management or
business asset tracking: see 10.2(c)(iii). However you can track
passengers. But if you use Google's resources you need to make a
public map unless you buy a Premier licence, and then -- because
you're tracking people -- you may run into privacy issues contrary to
10.1.1(f)(i).
