This sort of question should get a "Read the FAQ" response, but this discussion group does not seem to have a FAQ.
As far a softare on your Mac, you can start with nothing more than the included TextEdit.app, but remember to set "Make Plain Text" under the Format pull-down menu. Some what better are context sensitive text editors; see http://en.wikipedia.org/wiki/Category:Mac_OS_X_text_editors for a list. BBedit light would be a good starting point. Next, it is very likely that you will want to at least experiment with KML layers, For that you are going to need a publically accessable web host to server the kml files that you will create. I no case should you used a point-and-click web page developement tool. You need to copy and read the example code, and then start making small modifications moving toward your own page.
