The main issue is that kmlLayer doesn't allow access to the polygons
(as far as I know). Which means there is nothing to
run .Contains(latlng) on...
Those 2 district use

</StyleMap>
geoxml3 doesn't support StyleMap definitions (yet). All the others
use <Style> tags, not <StyleMap>, can you change that and see if it
works?
