You would need a Google Earth Enterprice (Fusion) server http://www.google.com/enterprise/earthmaps/earth_enterprise.html
A self hosted fusion server can be viewed by Google Maps API client. (apparently provided) I don't know if a Google Maps Premier licence would also be required, suspect not.
