My current best guess is that the occurrence of this issue is directly related to the result of the browser sniff in wl(). When switching the user-agent string to, for example, Safari for Windows or even Firefox (which can be done via the "User Agent" sub-menu of the "Develop" menu) the zoom control operates. When switching back to the default user-agent string the aforementioned error occurs about 9 out of every 10 times the page is refreshed, which presumably is what causes the zoom control to fail.
