Just to close this thread out, I ended up using Fusion Tables for the static data and GeoXML3 for the markers (based on the viewport but rounded out to the nearest integer for lat/long so there are far fewer file loads and improved caching in the browser and server).
It is working great and I'm very pleased with the setup. Thanks for the help!
