Just to close this thread out, I ended up using Fusion Tables for the
static data and GeoXML3 for the markers (based on the viewport but
rounded out to the nearest integer for lat/long so there are far fewer
file loads and improved caching in the browser and server).

It is working great and I'm very pleased with the setup.
