Yes, except for Internet Explorer which does not (yet) support CANVAS.

I have a very old demo in:

    http://www.polylib.us/radar

It flips GIF images but could be upgraded to flip CANVAS elements.  It
could be generalized to display different radar sites rather than a
fixed collection.
