Look at it from Google's point of view, they supply a Directions
service to provide Directions.  Using their service purely to
calculate distances isn't using it the way they intended.
So if you use Directions service, you should pass on the Directions to
the end user.  That could actually be a map OR the text directions
only, though.

I don't know how they police offenders, and I don't suppose they'll
tell us.

I'm sure if it was, they would say so in the terms.
