I noticed in the google terms that you cannot make multiple requests for 
Lat/Lon Coordinate information.
 
10.6 use the Service in a manner that gives you or any other person access 
to mass downloads or bulk feeds of any Content, including but not limited to 
numerical latitude or longitude coordinates, imagery, and visible map data;

I have a mouseover function that returns lat/lon of the mouse location and 
have found several examples in the development code examples that show how 
to do that.  Is that against the terms of use?
 
My code calls out a mouseover event, and the lat/lon of a point function.
It returns the lat/lon value of the mouse to a text field in my html form.
 
Another Question:  Do I need a commercial license to deploy the api on a 
state, or Federal government website?
