It says, mass downloads or bulk feeds, not multiple requests. And in
any case, you are reading the cursor position **on the map** not
making a request to Google for data. That's not a mass download, bulk
feed, or multiple requests: nothing leaves your browser. And it's
probably reasonable to assume that Google's own code examples don't
encourage people to break their Terms!

I'm no expert in US Federal law, but presumably you will be able to
interpret Google's and TeleAtlas's restrictions. It doesn't seem to me
that you need a Premier licence as long as you comply with the free
Terms.
