Hi!

In the FAQ, https://developers.google.com/maps/faq#tos_commercial , the 
following is stated:
"If you charge people to place information on your map (e.g. to list their 
homes for sale), but 
you display this information using the Google Maps API on a free part of 
your site, 
you'll also meet the Google Maps API Terms of Service"

I wonder how this can be correct when the Google Maps Terms of Service 
specify the following, 
https://developers.google.com/maps/terms#section_9_1_1 :
"Your Maps API Implementation must be generally accessible to users without 
charge 
and must not require a fee-based subscription or other fee-based restricted 
access."

Why wouldn't a Business License be required in the FAQ example above?
My reasoning:
If you charge people to place information on your map, wouldn't that imply 
that
these people would be in contact with the Google Maps API within the admin 
solution 
that sets up the home sale? If so, doesn't this mean that you are offering 
a fee-based 
restricted access, since you can't add a home for sale unless you pay?

Due to this I have a problem seeing how the FAQ example is in compliance 
with
the Google Maps Terms of Service stated above . . . .
