The FAQ answer doesnt actully say (nor imply) that that the Maps API would actully used within the Admin section. The admin section could easily be constructed so as never to need to display a map itself. Just that using the Maps API on the free part of the website would be ok. (although I think the is **unofficial** leeway, that you could probably get away with it if map use on the public website would far eclipse the usage in the admin section. Ie the admin section is not the main product of your site, its just there to support the public website. The public are your main consumers of the Google Maps. If on the other hand your main business was allowing people to list their business - ie the admin is your main product, and you dont really have a public website.
