I work for a state environmental program and I currently developing tools 
for some projects to assist case managers (both public and private) in 
obtaining coordinates. 

My first project requires a simple method for investigators to obtain and 
record improved coordinates for an ancient dataset of potable wells that 
are in dire need of clarification. The corrected coordinates are already 
part of the investigation reporting requirements but it is a daunting task 
and compliance is currently minimal. The proposed audience would for this 
app would be both publicly and privately employed case managers and would 
number perhaps 100-1000 people.

A second project would be an app to allow (state) case managers to readily 
obtain and record the coordinates of sampling locations for publicly funded 
site investigations. The proposed audience would for this app would be 
around a dozen people.

All data acquired would be publicly available. Any app developed would be 
freely available.

The app(s) would be stand alone VB Net apps using a web browser control and 
not web hosted.

Would these applications violate any Google use Terms of Service?
