If you are using the recent photos feed, then yes, there is a delay involved. The recent photos feed is served from the search index and not the actual photo storage back-end. It takes a while (up to 24hrs) before the indexes are updated. So, a feed like /feed/base/user/<userid>?kind=photo will have a delay (deletions and updates - like new captions), while /feed/base/user/<userid>?kind=album will have not, because albums are directly served from the photo storage.
