It seems as thought Picasa Web API is passing back a different
timestamp for photos than when the photo was actually taken. Even
through the web front end, there are two different values given -
"Date" and "Date and Time (Original)". The "original" one is accurate,
but the other is off by several hours. I have not modified these
photos on Picasa at all.

Here's an example from the front end, a photo I took at 3:09:38PM on
Sep, 3, 2011:
https://picasaweb.google.com/lh/photo/nG3bx4Ip3Prmn-DtM1SUWQ?full-exif=true

You'll notice that the "Date and Time (Original)" value matches
properly, but the "Date" value does not - and this "Date" value is
what is given to the API.

What gives?
