The EXIF timestamp available from the API is already in local time,
the local time where the picture was taken.    What the web front-end
is mistakenly doing is applying a timezone correction to this local
time.

You are probably doing the same thing unknowingly, or maybe your API
wrapper is.  But if you get the raw EXIF timestamp from the API you
can interpret it however you want.  If you interpret it as UTC (for
example toUTCString in javascript) then you are not applying a
timezone correction.  This will get you the original correct time.

This is just what I've pieced together, not an official answer, YMMV.
