I believe the issue you're running into isn't a quota storage issue, but a quota bandwidth issue. There is a cap on the number of photos/number of bytes you can upload in a month (I think that's the unit of time) to prevent abuse. I believe the bandwidth applies equally to free-size photos and full-size photos.
