According to the new v3.0 draft
<https://developers.google.com/picasa-web/docs/3.0/releasenotes>

Mutation support removed
> Aside from uploads, mutation support will be removed from the API. The
> following functionality will no longer be supported:
>
>    - Creating an album
> - Modifying the properties of an album
>    - Deleting an album
>    - Updating a photo
> - Providing your own video thumbnail
>    - Deleting a photo
>
> So this means I will only be able to upload photos but can no longer alter
any albums or existing photos after May 1?
Will there be any other API to make these alterations like a Google Photos
API? Or will we be left with a way to only retrieve content created through
the Google Photos web interface?
