Without creating a theme and submitting it? Probably no. U will still need to Create the XML but you could just use the test URL all the time and not submit the XML to google.assuming you have no need to share your theme with the world. Do a search for FAQ in this group and there is some info in there to help you if you are not confident with coding it yourself.
