The images get hosted by Google when they appear in the directory. I read it in the dev guide:
"Once your theme is ready, you can submit it here <http://www.google.com/ig/skin_submit> . When Google accepts your theme and includes it in the Themes directory, your images are copied over and hosted by Google, so you don't need to worry about traffic to your host."
