Have you checked out the new iGoogle theme builder tool? There is a nice interface where you can just plug in your image and have the theme created for you. The nice part is, it also allows you to create private themes so you don't have to wait for your theme to be reviewed -- it'll be automatically added to your page immediately after :) There's a link to the tool on the right hand side of the theme directory:
