Have you tried using the do-it-yourself iGoogle ThemeMaker? Sign in to iGoogle, and go to: http://www.google.com/ig/tm/creator
(ThemeMaker should also be accessible from the Theme Directory page if you login to www.google.com/ig) You don't have to be a "techie" - it's pretty straightforward. If you have any problems, post back here so Google knows what they might need to do to make ThemeMaker even easier to use.
