I was just wondering why this doesn't happen?

To me, it's a bit annoying selecting a theme and there being a big
white bar at the top of the screen displaying various Google links
whereas Gmail themes populate this area.

Is this because Developers don't choose to fill that area with a
colour/image?  Or is it because Google doesn't allow developers to do
so?

Another thing is with the white background of the selected tab when
selecting a theme...  Is this because Google doesn't allow developers
to change the colour?  Selecting a darker coloured them is, I feel,
ruined by having a bright white background behind all of my selected
Gadgets...

These are my main reasons for not selecting anything other than the
Classic theme...  It'd be nice if Google created "Theme packs" that
would create a uniform theme with all tabs, gmail, calendar, etc.

I like my Google services to have a similar look and feel.  Not enter
different services and have each feel completely foreign to one
another.
