It has to do with availability of parallell text. This is explained in
the FAQ.
If you have rights to a large body of Urdu-English parallell text (for
instance the archives of a Pakistani newspaper that translates its
articles to English), then you can contribute this to Google. They may
add it then - eventually. It seems to take time developing a new
translator.
