Google Goggles for Android mobile can take a photograph, make OCR and translate it. But it's for mobile Android, not for desktop.
Maybe, this program (CuneiForm) can help. It can recognize text in English, German, French, Spanish, Italian, Portuguese, Dutch, Russian, Mixed Russian-English, Ukrainian, Danish, Swedish, Finnish, Serbian, Croatian, Polish and others.
