I have got a Java program which could be adapted for Cyrillic. At
present it does Arabic using Buckwalter transliteration which you
input.

شمس  =  $ms  (shams = Sun)

You have a table. If you put in Cyrillic Unicode you could do the same
thing. You have complete freedom in how you build your table.

$ (ش) should become the letter like the Roman III.
