Hi, Glad that there is google employee around, but the problem still there, as from this dictionary page of the word "chair": http://www.google.com/dictionary?aq=f&langpair=en|en&q=chair
It showed /CHe(ə)r/ for pronounciation, but in IPA it should be / tʃeə(r)/ (that is what is on Chi <> Eng dict page), please look into the problem.
