Indeed. The Chinese expression "是不是", literally "is not is", is ridiculously misleading. "这是不是王先生？" should simply be "Is this Mr. Wang?", not "This is not Mr. Wang?" That is, it means almost exactly the same as the even simpler "这是王先生吗？" Unfortunately, even the latter "...是...吗？" is incorrectly translated, to "This is Mr. Wang it?"
