Paragraphs 14 and 15 of Google ToS (http://www.google.com/accounts/TOS) probably cover the liability aspect. The service is provided *as is*, and the limitations of machine translation are well-known. And if Google were pay out for every single mistranslation, then it would go bankrupt. Clothes that poke the eye, a good expression, that. Anyway, couldn't the Ministry of Defence hire *proper* translators? No one should really use Google Translate for proper translations.
